Mathematics Placement Policy

 

Background  

The California Mathematics Placement Act of 2015 was approved by the Governor on October 5, 2015.  This law, SB 359 (Mitchell), addresses the math misplacement of students as they enter high school.

 

SB 359 added section 51224.7 to the Education Code, which requires governing boards of Local Educational Agencies that serve pupils entering grade 9 to adopt a fair, objective, and transparent mathematics placement policy before the beginning of the 2016-17 school year.  

 

Policy

The CEO will ensure that the Principal of King-Chavez Community High School implements and monitors a mathematics placement protocol that includes the following process:

  1. Consider multiple objective academic measures of pupil performance. These include:

    1. interim and summative assessments authorized pursuant to Section 60640 (i.e. the California Assessment of Student Performance and Progress or CAASPP)  and placement tests that are aligned to state-adopted content standards in mathematics.  

    2. student grades and report cards that reflect comprehension and mastery of the subject matter, from both semesters of the 8th grade year; and

    3. classroom assignment.

Recognizing that teachers and counselors are often aware of students’ talents and abilities that are not reflected in objective data, a student may be advanced to a higher mathematics class than objective data indicates.

  1. Promptly communicate placement decisions in writing to parents/students; Notices of placement decisions shall also include a clear and timely recourse plan, for any parents/students who may be dissatisfied with a student’s mathematics placement.

  2. Include at least one placement checkpoint within the first month of the school year to ensure accurate placement and permit reevaluation of individual pupil progress.

  3. Properly train school staff involved in placement decisions on the protocol and its use.

  4. Annually examine aggregate pupil placement data to ensure that pupils who are qualified to progress in mathematics courses based on their performance are not held back in a disproportionate manner on the basis of their race, ethnicity, gender, or socioeconomic background. The King-Chavez Community High School Principal shall report the results of this examination to the King/Chavez Academy of Excellence, Inc. (“King/Chavez”) Board of Directors.

 

The King/Chavez Board of Directors will ensure that its mathematics placement policy is posted on its Internet Web site.
